A storm shelter can provide a dedicated refuge during a tornado, but brand name and heavy steel alone do not establish protection. The model’s documentation, the foundation, anchors, door assembly, site conditions, and installation must work as a complete system. Swisher ESP shelters are available in several capacities, so the right choice begins with standards and site planning—not a guarantee about a particular storm.

Review model-specific documentation

Ask which recognized criteria apply to the exact shelter. FEMA P-320 provides residential safe-room guidance, while ICC 500 addresses storm-shelter design and construction. Confirm the current manufacturer documentation, testing information, design wind speed, debris-impact information, and installation limitations for the model you are considering.

A claim that a shelter “meets FEMA standards” is too vague without the supporting documents. FEMA publishes guidance but does not approve individual products. Local officials, engineers, and qualified installers can help determine whether a proposed installation satisfies applicable requirements.

The slab and anchors are critical

An above-ground shelter transfers extreme loads into its foundation. Existing garage concrete is not automatically suitable. Slab thickness, strength, reinforcement, condition, edge distance, anchors, and nearby utilities all matter. Follow the exact anchor layout and installation instructions; do not substitute hardware or relocate holes casually.

Choose usable capacity

Published occupant capacity is a starting point. Account for children, older adults, mobility devices, service animals, medications, lighting, and emergency supplies. Make sure everyone can reach and enter the shelter quickly. A larger model may be appropriate when accessibility or longer occupancy matters, even if the household technically fits a smaller unit.
